1. JOB PURPOSE

▪ To act as key liaison between the Regional Director, the Heads of Departments (HoDs); IPPFAR governance Members, IPPFAR ACEMAAR EXCO members and external stakeholders to ensure cohesion

▪ To ensure effective decision-making and implementation by IPPFARO SMT

▪ To ensure effective resolution of internal complaints. To oversee the functioning of the Regional Director’s office

▪ To advise the Regional Director in management, change management, organizational development strategic communications

▪ To ensure the planning, budgeting and implementation of the Regional Director’s office work plan.

2. KEY TASKS

Regional Governance

  • Ensure effective coordination and organisation of IPPFAR Statutory Meetings (Regional and your forum, EXCO, Youth Forum, Audit Committee)
  • Ensure effective coordination and implementation of resolutions and decisions of IPPFAR Statutory Meetings
  • Liaise, on behalf of the RD, with IPPFAR Volunteers (Regional Executive Committee and Regional forum Members)
  • Ensure Implementation IPPF Policies and Procedures and the constitution IPPFAR across the Region
  • Coordinate the effective implementation of the IPPF Africa Regional Recognition Awards System for Outstanding Contributions in SRHR
  • Coordinate capacity building programmes for members of IPPF Africa Regional Council, EXCO, Youth Forum and Audit Committee.

Regional Director’s Office

  • Ensure that policy and strategy across the Region supports IPPF’s new Strategic Framework and is consistent
  • Ensure that the Annual Programme Budget is aligned with the Strategic Framework and Implementation Plan and implemented
  • In collaboration with the Communications Unit, ensure effective communications and information flow all levels of the Region and provides advise to the regional director in strategic communications
  • Support the move towards the implementation of the concept of One Secretariat
  • Provide the RD with the support needed to get an issue onto the political agenda, e.g. research or liaising with key individuals or groups
  • Ensure that the RD is kept up to-date on internal, external and other developments that could impact strategic decisions
  • Manage resolution of complaints of IPPFARO staff
  • Draft communications for the RD (and/or oversee the production of communications from the RD’s Office)
  • Liaise between the RD and IPPFARO’s SMT and other staff as appropriate
  • Liaise between the IPPFARO and members of IPPFAR ACEMAAR and other MAs staff as appropriate
  • Coordinate and sure effective implementation of activities of IPPFAR ACEMMAR
  • Act as institutional Secretary to ensure effective running of regular meetings between the RD and IPPFARO HoDs; and with other staff as appropriate
  • Coordinate and ensure effective implementation of decisions and recommendations of IPPFARO SMT, MT and staff meetings
  • Facilitate the development / implementation of initiatives from SMT meetings
  • Prepare the RD for meetings – liaise with internal and external contacts to gather relevant information, review and summarise documents and relevant correspondence and brief the RD
  • Attend the RD’s meetings, record and disseminate outcomes as required. Represent the RD at meetings as appropriate
  • Ensure reporting systems are established and maintained to provide the RD and the IPPFAR with the information it needs
  • Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy
  • Build and maintain positive relationships with all members of staff, and contacts within and outside the Region
  • In collaboration with the HR Unit, ensure a healthy and safe working environment
  • Undertake any other reasonable duties as may be requested from times to times.

3. RESPONSIBILITIES

  • Manages all staff in RD office: Technical Coordinator – Governance and Compliance, Executive Officer to RDO, Communications.

b) financial responsibilities carried out by the job holder.

  • Manages RDO budget and monitor
  • Responsibility for ad-hoc project budgets as required.

c) advisory responsibilities carried out by the job holder.

  • Advises the Regional Director, SMT, MT, IPPFAR ACEMAAR and Senior Volunteers on organizational, political and strategic issues.

4. EDUCATIONAL QUALIFICATIONS

  • Post-graduate degree in Management, organisational development or humanities (MBA/MSc/MA).

5. PROFESSIONAL EXPERIENCE

  • Significant exposure to executive and strategic advisory work in an international organization (health or development sector) in developing countries
  • Knowledge of sexual and reproductive health and rights desirable
  • Provision of advisory services in management change management, organizational development, strategic communications.

6. SKILLS

  • Ability to operate strategically at a global level
  • Excellent judgement and the ability to provide sound and impartial advice
  • Experience in maintaining confidentiality
  • Excellent research and analytical skills
  • Excellent verbal communication and interpersonal skills to include negotiation, influencing and diplomacy skills
  • Well-developed problem-solving skills
  • Excellent written communication skills to draft complex communications
  • Good people management skills
  • Excellent time management skills to meet tight deadlines
  • Good IT skills
  • Fluent English and French essential.

7. OTHER PERSONAL ATTRIBUTES

  • Competent working in a multicultural environment
  • Willing to work outside standard office hours as required
  • Willing to travel internationally – about 30 days a year

  • Ability to maintain high level of confidentiality.
