1. JOB PURPOSE

To be responsible for ensuring effective and efficient compliance of the budget and procurement management at IPPFARO by following the existing policies and procedures

To be responsible for preparation and sharing accurate information on the Status of Budget (SOB) of the core grant and the restricted fund.

2. KEY TASKS

  • In collaboration with the supervisor develop and periodically review the budget manual and ensure its implementation
  • Ensure that all the budgets are prepared in advance based on IPPF business cycle and the donors’ requirements
  • In collaboration with the Performance and Knowledge manager, ensure that all ARO budgets are accurate and adequate to take into account the demands/objectives and activities of the programme/projects for an effective utilization of the resources in order of increasing performance
  • Establish a system to promptly produce the budget codes and to monitor and evaluate the budget implementation and submit regular reports thereon
  • Ensure that the final budget is approved by SMT and CO and/or any donor before its implementation
  • Ensure that signed funding agreements are received promptly for all restricted projects, approved appropriations are obtained when necessary and required budget codes are provided in the accounting system
  • Provide guidance and advice to budget holders to minimize the activities costs by forecasting the operations and outputs in an effective manner that will contribute to achieving significant results
  • In collaboration with the performance and knowledge manager, determine standard performance of the budget utilization and ensure continuous comparison between the actual performance and the standard ones
  • Provide guidance and advice to SMT and budget holders to take corrective actions to address significant variances
  • Review periodically the budget and provide an update on the status of budget to the budget holders and the heads of departments for feedback and appropriate corrective actions
  • Strengthen the capacity of all ARO staff in budget management especially budget monitoring
  • Review donor contracts and proposals and report on the same to the Supervisor
  • Responsible for revenue forecasting and sales pipeline management
  • Undertake regular MA visits to understand MA results, budgeting and forecasting and controls reviews
  • Ensure in collaboration with Programme Advisers- Financial and Operational Management, that MAs’ account accurately for all core budget lines as per the allocated IPF and approved APBs and report back to the Regional Office all budget balances for Regional decision
  • Review in collaboration with supervisor the procedures and regulations related to the procurement management for improvement
  • Manage the supply chain function at IPPF which includes procurement of goods, works and services
  • Responsible for managing all procurement contracts, coordinate and monitor the supply chain function to ensure compliance with procurement policies and practises and donor requirement
  • Develop, facilitate, implement, monitor and review procurement plans
  • Coordinate preparation of tenders and tender evaluation
  • Submit, monthly, quarterly and yearly reports
  • Strengthen the capacity and advice staff on all matters related to procurement of goods and services in line with donor requirements
  • Complete tasks and deliver the assigned work in a timely manner and within acceptable levels of quality and costs
  • In collaboration with the Supervisor, to actively participate in the preparation, review and finalization of the periodic financial statements and any other required reports.
  • Undertake any other duties that might be assigned by supervisor.

3. RESPONSIBILITIES

  • Ensuring adherence to IPPFAR and ARO policies, values, procedures, rules and regulations and any other agreements between IPPFAR and partners.

b) financial responsibilities carried out by the job holder.

  • Responsible for compiling and submitting to his/her supervisor the planned activities, budget and monitoring expenditure.
  • Provide regular and timely accurate information on the achievements and SOB (Status of Budget).
  • Responsible for the sound budget management and cost-effective/efficient procurement system for IPPFAR office and programmes.

c) advisory responsibilities carried out by the job holder.

  • Acts as the primary technical advisor to Head Operations and Technology and to some extent to the SMT on all budgeting matters.

4. EDUCATIONAL QUALIFICATIONS

  • Master’s degree in a Finance/Accounting with the relevant experience background and expertise.
  • Professional qualification (CPA K, ACCA) or equivalent or proven experience in similar position.
  • Diploma in Purchasing and Supply management will be an added advantage

5. PROFESSIONAL EXPERIENCE

  • At least seven years’ experience working in a complex international working environment
  • Experience in co-ordinating budgeting processes and managing budgets and monitoring and supervising administrative processes
  • Relevant experience in procurement management.

  • Sound financial management skills with a focus on budgetary control
  • Capacity in procurement management
  • Sound analytical and managerial skills
  • Excellent strategic planning skills
  • Excellent time management skills
  • Strong interpersonal, communication (written and oral), presentation and negotiating skills
  • Good leadership and supervisory skills and a good team player
  • Excellent IT skills
  • Fluency in English and French. Portuguese is an added advantage.
