IPPF ARO has been implementing a project through the support of GIZ Backup in Cameroon, Guinea Conakry, Malawi and Togo focused on gathering evidence on the extent of the integration of Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) and HIV in order to advocate for improved integration approaches to service delivery. The evidence gathering was completed in October 2018 and the project is now being extended to support implementation of the findings in the four countries. The overall goal of this project, Integration for Sustainability-Policy to Practice (I4S-P2P), is to contribute to increased access to integrated RMNCAH and HIV services especially for adolescents, youth and key populations in the four countries. IPPF Africa Regional Office is therefore seeking to hire an M&E Officer to support the monitoring and evaluation of the project. To be responsible for the monitoring and evaluation of the project I4S P2P funded by GIZ in the participating Member Associations (MAs) of Togo, Guinea Conakry, Cameroon and Malawi.

 

2. KEY TASKS

1. Strengthen the Regional I4S-P2P monitoring and evaluation system, using approved indicators and targets, to measure progress, make recommendations for improvement in collaboration with the I4S-P2P Team and Performance Unit in the IPPF Africa Regional Office

2. Ensure compliance with reporting requirements in collaboration with the I4S-P2P Project Coordinator at the IPPF Africa Regional Office

3. Ensure consistence use of the regional office and the project-specific monitoring tools by all MAs implementing the project

4. Build capacity of the implementing MAs’ staff involved in the I4S-P2P project on all aspects of project monitoring, evaluation, and data collection

5. Initiated, organize, participate in, or conduct training sessions and evaluation workshops

6. Support regular data collection, conduct analysis of data and prepare reports in collaboration with the I4S-P2P Team and Performance Unit in Africa Regional Office

7. Support the implementation of relevant assessments such as baseline surveys, mid-term evaluation, end line evaluation and project reviews

8. Support regional office and the implementing MAs compliance with the donor requirements (high quality and timely report submission)

9. Coordinate the preparation of presentation and dissemination materials to stakeholders - data, lessons learned, best practices, service statistics, qualitative information, and anecdotal evidences provided by the I4S-P2P activities

10. Write a variety of documents e.g. data summaries, workshop reports, etc.

11. Support the Member Associations in the revision of work plans and strategies in collaboration with I4S-P2PTeam

12. Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation

13.To undertake any other reasonable duties as may be requested from time to time by the supervisor.

 

3. RESPONSIBILITIES

• Participate in the financial monitoring of all M&E related project budgets at regional and MA level

• To update and advise the Project Coordinator and Technical Manager Performance, Knowledge and New Technology on all aspects of monitoring and evaluation of the project

• To advise colleagues and Member Associations staff, (in conjunction with RO staff), on all aspects of monitoring and evaluation.

 

4. EDUCATION & QUALIFICATIONS

The post holder must have a degree in a demography, statistics, social science, development or health related subject, or equivalent standard of education.

 

5. PROVEN ABILITY

Developed application in the evaluation and / or operational research of programmes, to include the design and implementation of evaluation strategies.

• Knowledge of sexual and reproductive health issues in developing countries, including SRH/HIV integration approaches

• Knowledge of the Global fund for TB, HIV and Malaria would be an added advantage.

• At least five (5) years’ experience in specific M&E related work experience in the health sector (HIV/AIDS or SRH)

• Ability to analyze and utilize program development gaps to designing project.

 

6. SKILLS

Excellent written communication skills.

• Strong analytical skills including analysis of both quantitative and qualitative data

• Excellent organizational and time management skills required to meet deadlines

• Ability to work independently and as part of a team

• Excellent Information Technology skills

• Fluency in English and French essential.
