Lead Technical Advisor, Sexual Reproductive Health and Rights (SRHR) Programme

1. JOB PURPOSE

  1. To provide IPPFAR a performing and sustainable high-quality integrated rights-based SRHR program
  2. To transform IPPFAR MA’s program from Weak to Moderate and Moderate to Strong
  3. To mobilise additional funds to develop new SRHR program and strengthen and/or sustain ongoing SRHR program at ARO and MA levels
  4. To manage the pool of ARO Technical advisors SRHR program on a day to day basis to support the team delivering on its performance objectives in line with IPPFAR joint priorities and deliverables.

2. KEY TASKS

ARO Program coordination

  • Coordinate the strategic planning and program development processes of technical advisors SRHR programs’ team to ensure alignment to IPPF strategic framework
  • Assist Technical advisors SRHR program to set annual goals and performance objectives against achievements of the departmental team
  • Propose and introduce new and innovative programs for MAs and ARO to achieve set targets
  • Strengthen the capacity of technical advisors SRHR program to develop and to implement innovative SRHR programmes
  • Build technical capacities of technical advisors SRHR program to provide appropriate technical assistance to MAs
  • Participate and contribute to ARO level initiatives aimed at strengthening the performance of MAs
  • Actively engage in all priority initiatives in the Programmes & HSS Department including but not limited to the quality of care and enabling services initiatives
  • Contribute to ensuring IPPF ARO Business Cycle is implemented as required
  • Coordinate SRHR technical support provided by ARO to all IPPFAR MAs
  • Proactively monitor the overall progress of the SRHR programme implementation in the region
  • Track and ensure contributions of Technical advisors SRHR program to the departmental achievements are adequately captured and well stated in all reports
  • Conducted annual performance assessments of Technical advisors SRHR program in order to keep the team competitive and motivated
  • Effectively showcase innovative and successful IPPFAR approaches for delivering and enabling quality, rights-based SRH services.

MA Program development

  • Coordinate identification of IPPFAR MA technical assistance needs (assessments, accreditations, etc.)
  • Coordinate provision and follow up of required technical support to IPPFAR MAs in thematic programme areas, program management and services delivery
  • Ensure implementation of IPPFAR MAs programmes in line with existing policies, guidelines and procedures of IPPF and/or IPPFAR
  • Support the organisational and institutional development of IPPFAR MAs to enable continuous growth and sustainability
  • Technically support assigned MAs develop, implement and track implementation of their strategic plans
  • Supervise the development and track the implementation of the Annual Plan Budget for assigned MAs
  • Provide oversight for efficient and cost-effective programme management in assigned MAs
  • Identify capacity gaps and build capacity of assigned MA program staff/service providers on a regular basis
  • Ensure the delivery of SRHR services in assigned MAs are in compliance with IPPF Quality of Care Standards
  • Proactively monitor overall progress of programmes implementation of the assigned MAs.

Strategic partnership and Collaboration

  • Participate and to coordinate Technical advisors SRHR program participation in the MA’s accreditation reviews
  • Monitor implementation of post accreditation action plans for the assigned MAs and ensure accreditation in 12 months period
  • Ensure programme interventions at ARO and MA levels are interlinked to key SRHR thematic area (Youth, IPES and Humanitarian response)
  • Work with the Technical Advisor SRHCS & Tasks Shifting and ensure efficient logistics management at MA level to avoid stock out of essential commodities
  • In collaboration with the Senior Advisor Restricted Funding Projects Delivery to support the implementation of the restricted projects in assigned MAs in line with IPPF and other donor’s requirements
  • In collaboration with Operations Technical Advisors to oversee programme budgets, monitoring expenditure and costs against benefits that are realised as the programme progresses
  • Collaborate with other country team members in resolving any management and governance challenges to assigned MAs
  • Collaborate with ERA team to build strategic partnerships with the government, civil society, bilateral and multilateral organisations to implement SRHR programmes in the region
  • Collaboration with SPOD and ERA teams to document promising/best practices in the region
  • Collaborate as a permanent member of the ARO technical bid committee
  • In collaboration with other SRHR program advisors, other ARO departments as well as IPPFAR MAs, to support any interventions to create an enabling environment for SRHR program at country level
  • Strengthen internal and external linkages and partnerships between the Programme Department and other ARO departments/units such as SPOD, ERA, RDOs, Operations, IPPF Central Office and other strategic external partners.

Other

  • Participate as a member of the senior staff in program & HSS department to provide guidance on department-wide management decisions
  • Work closely with the Head of Department Programmes and Health Systems Strengthening as well as other senior or cross-cutting advisors to advance departmental agenda
  • To assist Technical SRHR Program Advisor to set and to assess annual goals and performance objectives against achievements of the departmental team
  • Work on multiple deliverables simultaneously, independently and meet deadlines without compromising quality
  • To undertake any other duties as may be requested from time to time.

3. RESPONSIBILITIES

a) staff responsibilities carried out by the job holder.

  • Technical Advisor, SRHR Programme and Resident Advisor

b) financial responsibilities carried out by the job holder.

  • The job holder will ensure that the team implements the Annual Program Budget and monitors their budgets
  • Responsible for compiling the sections budget and monitoring expenditure/and regularly providing accurate information on SOB (Status of Budget).

c) advisory responsibilities carried out by the job holder.

  • Provides advice to the Head of Department on programme implementation in the MA's.

4. EDUCATION & QUALIFICATIONS

  • Masters’ degree in public health, health services management, reproductive health or related fields
  • A degree in project management is desirable.

5. PROFESSIONAL EXPERIENCE

  • At least seven years’ experience in a similar position
  • Experience in managing programmes and projects and related budgets
  • Experience of leading programmes of change, working with donors and partners
  • Effectively managing budgets in line with donor requirements.

  • Knowledge of French and English is both written and spoken is mandatory.
